Epic: permanent System Health agent ("tiny channel") for infra/product notifications #2102

Summary

No permanent, undeletable agent exists for infra/product health alerts (API key expiry, connection health, usage/limit warnings). Today's closest equivalents — budget-proximity and spend-cap warnings — are one-shot SSE frames with no durable identity or history; nothing else (key expiry, connection health) is instrumented at all. The existing "operator feed" is a workflow-delivery/collision-routing concept, not a health-alert channel.

Plan

  • Reserved, protected agent identity (delete/rename explicitly rejected, beyond the existing operator id reservation)
  • Durable channel + history for it (today's warnings are fire-and-forget)
  • Rewire existing budget-proximity + spend-cap warnings into the one identity
  • Instrument API-key expiry + connection-health checks (net new)
  • Console surface for the channel
