Phase 1

• Congress officials and staff (hereafter referred to as staff) can log into the application
• Staff can create new bills and update existing ones
• Unauthenticated users can not see the bills

Phase 2

• Staff can create constituent (voter) accounts
• Voters can log in and view upcoming bills
• Voters can not edit or delete bills

Phase 3

• Voters can vote yes or no on an upcoming bill
• Staff can see voting results of each bill
• Visitors can view upcoming bills but can not modify them or vote
