PD-1755 / 25.10 / Pd 1755 create placeholders

• Creates a script to automatically compare existing apps articles to the the catalog.json on the truenas/apps repo (https://raw.githubusercontent.com/truenas/apps/master/catalog.json) and generate placeholders for missing apps
• Renames and aliases existing articles to match naming convention used in the app catalog
• creates placeholder articles for all new applications
