Adding a time limit for MuSE

For the MuSE issue that the call_sSNV_MuSE will run forever without finishing, we can probably set a time limit for that process. (If this was not resolved after the cluster upgrade.)

Here I attached all my call-sSNV call_sSNV_MuSE trace table, hope this could be helpful:

The average time to complete call_sSNV_MuSE for my WGS samples would be 2~4 hours but got one outliner with 13 hours of running time.
