Bump up BeautifulSoup4 dependency to <=4.6.0

We bumped up the BeautifulSoup4 dependency to <= 4.6.0 because we want to be able to install BeautifulSoup4 in order to increase configParser version to latest, in order to install gimme-aws-creds.

Bump bs4 requirement

In order to update html5lib, beautifulsoup4 needed to be upgraded as well. This library was compatible but its manifest marked it as not. Bumping to newer version to keep things happy.
