Adds a promotion-only publisher for the already qualified AO2 beta artifacts. It binds the verifier, publication contract, release notes, manifest, list, and all 23 assets to immutable checked bytes; fails closed before tag or release mutations; and preserves prerelease/latest=false and no-overwrite behavior.\n\nVerification:\n- focused publisher suite: 40 passed\n- Python guard: 264 passed\n- release packaging: 75 passed\n- full workspace verify: passed\n- independent code review: READY, no findings\n\nThis PR does not build, package, resign, call providers, create tags, or publish releases.
