Footer redesign

An attempt to redesign our somewhat boring "previous years" footer, replacing it with the scroll-snap websites display from the UC website.

The design currently looks like:

Before merge, we'll probably want to think about:

• How to format description data, or whether we should do descriptions at all
• What the section background color should be
• Whether the gradient fades are necessary

Also, because this is a bit too tall for a footer, we might want to add a more traditional "made with love by UC" or "copyright [...]" footer beneath this and have this just be a section.

Alternatively, we could scrap this design entirely.

Carousel looks cool, but I don't think people would really be interested in looking at past years websites, so it doesn't make sense to spend so much energy on that section... most hackathons don't even publish old versions of the website and simply update it with new information each year.
