`steps.hash.outputs.hashes`, matching the output emitted by the hash step.
- Around line 33-37: Update the workflow around the “Build artifacts” step to
upload artifact1 and artifact2, then add a release job that downloads and
publishes those same files alongside the provenance.
- Line 53: Update the artifact hashing step that assigns `files` to hash only
the two built files, `artifact1` and `artifact2`, explicitly; remove the
wildcard discovery and unquoted expansion so checkout matches and filenames with
spaces cannot add unintended subjects or break hashing.
- Line 63: Update the `generator_generic_slsa3.yml` reusable workflow reference
to use a full semantic-version tag at `v2.0.0` or later, so provenance
generation uses a release compatible with GitHub.com artifact actions.

Pass the output that the hash step actually emits.
Line 55 writes hashes, but this expression reads steps.hash.outputs.digests. The build job therefore passes an empty value to the required base64-subjects input, and provenance generation fails. Change the expression to steps.hash.outputs.hashes. (docs.github.com)

Pin the checkout action to an immutable commit.
actions/checkout@v4 is a movable tag. If the tag changes, this workflow can run different checkout code without a change to this file. Pin checkout to the reviewed full commit SHA. Keep the SLSA generator on a full semantic-version tag: its v1.4.0 documentation says a SHA reference will fail. Based on learnings, mutable action refs should use immutable commit SHAs where the action supports them. (github.com)

Publish the files named in the provenance.
The build job creates artifact1 and artifact2 but never uploads them. On a release run, the generator uploads only provenance, so users cannot download the two release artifacts whose hashes it attests. Upload the files from the build job, then add a release job that downloads and publishes those same files. The generator’s example uses that sequence. (github.com)

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win
Hash the two built files explicitly.
ls artifact* also selects matching files from the checkout. A matching directory can make sha256sum fail; a matching file can add an unintended provenance subject. The unquoted $files expansion also splits filenames containing spaces, as the supplied ShellCheck hint notes. Replace the discovery and expansion with sha256sum artifact1 artifact2.

Version tags will not be removed from the project repositories, however, attempting to use a version of the actions after the deprecation date will result in a workflow failure. Artifacts within their retention period will remain accessible from the UI or REST API regardless of the version used to upload. This deprecation will not impact any existing versions of GitHub Enterprise Server being used by customers.</excerpt>

# Notice of upcoming releases and breaking changes for GitHub Actions
Update: The date for closing down the Ubuntu 20 image has changed to April 15. The following post has been updated to reflect this change.
### Ubuntu-latest upcoming breaking changes
We will migrate the `ubuntu-latest` label to `ubuntu 24` starting on December 5, 2024 and ending on January 17, 2025. The `ubuntu 24` image has a different set of tools and packages than `ubuntu 22`. We have made cuts to the list of packages so that we can maintain our SLA for free disk space. This may break your workflows if you depend on certain packages that have been removed. Please review this list to see if you are using any affected packages.
### Ubuntu 20 image is closing down
We are beginning the process of closing down the Ubuntu 20 hosted runner image, following our N-1 OS support policy. This image will be fully retired by April 15, 2025. We recommend updating workflows to use `ubuntu-22.04`, or `ubuntu-24.04`.
### Artifacts v3 brownouts
Artifact actions v3 will be closing down by January 30th, 2025. To raise awareness of the upcoming removal, we will temporarily fail jobs using v3 of `actions/upload-artifact` or `actions/download-artifact`. Builds that are scheduled to run during the brownout periods will fail. The brownouts are scheduled for the following dates and times:
* January 9th 5pm – 6pm UTC
* January 16th 3pm – 7pm UTC
* January 23rd 2pm – 10pm UTC
### actions/cache v1-v2 and actions/toolkit cache package closing down
Starting February 1st, 2025, Actions’ cache storage will move to a new architecture, as a result we are closing down v1-v2 of actions/cache. In conjunction, all previous versions of the `@actions/cache` package (prior to 4.0.0) in `actions/toolkit` will be closing down. The action and cache package will be fully retired on March 1st.
If users run workflows that call the retired versions after March 1st, 2025, the workflows will fail. Announcements have been posted in the `actions/cache` and `actions/toolkit` repositories with additional information on the migration. Note that this does not affect GitHub Enterprise Server customers, you can continue to use all versions without failure.
Brownouts:
To raise awareness of the upcoming deprecation, we have scheduled brownouts for the following dates/times, builds that are scheduled to run during the brownout periods will fail.
February 4, 5pm – 6pm UTC
February 11, 3pm – 7pm UTC
February 18, 2pm – 10pm UTC
### Updates to the network allow list for self-hosted runners and Azure private networking
With the upcoming GA of Immutable Actions, Actions will now be stored as packages in the GitHub Container Registry. Please ensure that your self-hosted runner allow lists are updated to accommodate the network traffic. Specifically, you should allow traffic to `pkg.actions.githubusercontent.com` to ensure Immutable Actions can be downloaded successfully and jobs don’t fail during setup. If you already allow `*.actions.githubusercontent.com` which is listed as an required domain then no action is necessary. Traffic will also be required t…[truncated]</excerpt>

We would like to inform everyone of the upcoming deprecation of v3 of the artifact actions. 📣 This deprecation does not affect GitHub Enterprise Server (GHES). By January 30th 2025, GitHub Actions customers will no longer be able to use v3 of actions/upload-artifact or actions/download-artifact. To ensure all users have adequate time to transition to the updated version and raise awareness, we will be implementing temporary job failures (brownouts) for any jobs using this deprecated version during scheduled periods.
* Deprecated Version: v3 of actions/upload-artifact and actions/download-artifact
* Brownout Dates:
* January 9th 12pm - 1pm EST
* January 16th 10am-2pm EST
* January 23rd 9am-5pm EST
During the brownout periods, any job using this version will fail temporarily to signal that the workflow will no longer be supported in the near future. These brownout periods are essential to encourage migration to the supported version and prevent interruptions when the workflow is officially deprecated.
### What This Means for You
Please review and update your workflows to use the latest version (v4) of the artifact actions as soon as possible. Any jobs that we've detected using the deprecated v3 artifact actions will show an annotation on your workflows. Below is an example of an indirect dependency showing an annotation at the job level. v4 improves upload and download speeds by up to 98% and includes several new features, however there are key differences from the previous versions that may require updates to your workflows. Updated documentation and support resources are available to assist with the migration.

How do we identify usage? I found a few references to older versions of our internal actions which in turn consume the upload action, but if we have a nested dependency tree of actions how do we identify what is going to break? Since the email was sent to people who are using outdated versions is there any way to find specifics since something on the GitHub side is seeing our usage of this... as it stands we have to audit everything, and everything that those things consume, on down to the ground and even then not sure how confident we'll be...

Hi all, we've updated the Brownout Dates on this discussion:
* January 9th 12pm - 1pm EST
* January 16th 10am-2pm EST
* January 23rd 9am-5pm EST
[updated] Friday Nov 22 We also included guidance that you can see annotations at the job level if we've detected there is a use of the v3 artifact actions.

### What’s Changing
On January 30, 2025, the actions/upload-artifact and actions/download-artifact actions will be deprecated and no longer supported. These actions are being replaced with v4 versions, offering improved performance and new features.
### What You Need to Do
If your GitHub Page site is using a custom Actions workflow to deploy, it must be updated to use:
* `actions/upload-pages-artifact@v3`
* `actions/deploy-pages@v4`
For detailed instructions and examples, see: Using custom workflows with GitHub Pages.
### Key Details
* Applies to GitHub.com only: This change does not affect GitHub Enterprise Server (GHES).
* Deadline: Update your workflows before January 30, 2025 to avoid deployment failures.</excerpt>

Specifically, the decoded output is expected to be comprised of a hash value followed by a space followed by the artifact name.
After you have encoded your digest, add a new job to call the reusable workflow.

permissions:
actions: read # Needed for detection of GitHub Actions environment.
id-token: write # Needed for provenance signing and ID
contents: write # Needed for release uploads
uses: slsa-framework/slsa-github-generator/.github/workflows/generator_generic_slsa3.yml@v2.1.0
with:
base64-subjects: "${{ needs.build.outputs.hashes }}"
The `base64-subjects` input has a maximum length as defined by ARG_MAX on the runner. If you need to attest to a large number of files that exceeds the maximum length, use the `base64-subjects-as-file` input option instead. Another use case for this option is when GitHub Actions runner masks the job output because it detects a secret (see the discussion here). This option requires that you save the output of the sha256sum command into a file:
sha256sum artifact1 artifact2 ... | base64 -w0 > large_digests_file.text
The you must then share this file with the generator using the actions/generator/generic/create-base64-subjects-from-file Action:
build:
outputs:
subjects-as-file: ${{ steps.hashes.outputs.handle }}
...
uses: slsa-framework/slsa-github-generator/actions/generator/generic/create-base64-subjects-from-file@v2.1.0

## v2.1.0
### v2.1.0: Sigstore Bundles for Generic Generator and Go Builder
The workflows `generator_generic_slsa3.yml` and `builder_go_slsa3.yml` have been updated to produce signed Sigstore Bundles, just like all the other builders that use the BYOB framework.
The workflow logs will now print a LogIndex, rather than a LogUUID. Both are equally searchanble on https://search.sigstore.dev/.
### v2.1.0: Vars context recorded in provenance
* Updated: GitHub `vars` context is now recorded in provenance for the generic and container generators. The `vars` context cannot affect the build in the Go builder so it is not recorded.
## v2.0.0
### v2.0.0: Breaking Change: upload-artifact and download-artifact
* Our workflows now use the new `@v4`s of `actions/upload-artifact` and `actions/download-artifact`, which are incompatiblle with the prior `@v3`. See Our docs on the generic generator for more information and how to upgrade.
### v2.0.0: Breaking Change: attestation-name Workflow Input and Output
* `attestation-name` as a workflow input to `.github/workflows/generator_generic_slsa3.yml` is now removed. Use `provenance-name` instead.
### v2.0.0: DSSE Rekor Type
* When uploading signed provenance to the log, the entry created in the log is now a DSSE Rekor type. This fixes a bug where the current intoto type does not persist provenance signatures. The attestation will no longer be persisted in Rekor (#3299)
## v1.10.0
Release v1.10.0 includes bug fixes and new features.
See the full change list.
### v1.10.0: TUF fix
* The cosign TUF roots were fixed (#3350). More details here.
### v1.10.0: Gradle Builder
* The Gradle Builder was fixed when the project root is the same as the repository root (#2727)
### v1.10.0: Go Builder
* The `go-version-file` input was fixed so that it can find the `go.mod` file (#2661)
### v1.10.0: Container Generator
* A new `provenance-repository` input was added to allow reading provenance from a different container repository than the image itself (#2956)
## v1.2.0
DO NOT USE THIS RELEASE. This version will no longer work and is not supported due to errors described in #942. Please upgrade to v1.2.2 or later.
### What's Changed
#### Generic generator
The highlight of this release is a new re-usable workflow called the "Generic generator". It lets users build artifacts on their own and generate a provenance that satisfies SLSA provenance 3 requirement. It's perfect to get started with SLSA with minimal changes to an existing build workflow. To use it, check the README.md!
#### Go builder

Use a generator release that supports GitHub.com artifact actions.
Generator v1.4.0 uses actions/upload-artifact@v3. GitHub.com no longer accepts artifact action v3, so the provenance job can fail while uploading the signed provenance. Upgrade to v2.0.0 or later, which uses artifact action v4, and retain the full semantic-version tag. This blocks provenance generation but does not block release creation.

Review comment at @.github/workflows/generator-generic-ossf-slsa3-publish.yml at
line 63:
Update the `generator_generic_slsa3.yml` reusable workflow reference to use a
full semantic-version tag at `v2.0.0` or later, so provenance generation uses a
release compatible with GitHub.com artifact actions.
