What kind of change does this PR introduce?
What is the current behavior?
No more having to check if Windows is Packaged or not. This new
Microsoft.Windows.Globalization.ApplicationLanguages.PrimaryLanguageOverrideis backwards compatible. This doesn't fix the #2133 issue because this new property is not persistent.
