update: remove reference to TAC abbreviation

The TAC abbreviation is causing other uses of TAC (in relation to charts) to be incorrectly defined. I couldn't find a reference to TAC used to mean TACAN in the rest of the SOPs so seems like it would be reasonable to remove this abbreviation.
