Description of changes

Changes hanges to Australian Positions and Identifiers

Reallocated sector groupings in the Melbourne FIR
Added secondary tower aliases for YMMB, YPPF, YPJT, YBAF, YSBK and YSTW
Added identifier for YTRS
Changed YAMB alias from AM to AMB
Adjusted frequencies for BN-KIY_CTR

Reason and motivation

Keeping the positions up to date with the internal VATPAC dataset.
