Drop black in favor of ruff and generate stubs to expand docstrings in Pylance and IDEs

This PR:

• removes entirely the code-style workflow in favor of the much faster pre-commit.ci framework
• removes black in favor of ruff new formatter (following MRG: Use ruff-format instead of Black mne-tools/mne-python#12261)
• configures codespell in pyproject.toml
• improves type-hints
• generate stubs with the expanded docstrings which enables IDE to give better completion/tooltip and improves the coding experience (following docdict and IDEs mne-tools/mne-python#8218)

The stubs (.pyi files) are stored alongside the regular python files.

EDIT: You can manually run python tools/stubgen.py to generate the stub files and/or to push them to this branch/main. I added a workflow which runs this script daily and push the changes to main.
