Notebooks environment.yml PackageNotFoundError for starlette==0.14.0

I've went through the instructions for setting up the notebooks.

macOS 13.4, conda 24.3.0

With running conda env create -f environment.yml

Channels:

• bioconda
• conda-forge
• defaults
  Platform: osx-arm64
  Collecting package metadata (repodata.json): done
  Solving environment: failed

PackagesNotFoundError: The following packages are not available from current channels:

• starlette==0.14.0
