Description

This PR makes the VTOrc problem PrimarySemiSyncMustBeSet require a minimum number of replicas have semi-sync enabled and are actively replicating, in order to avoid stalls in writes if the PRIMARY enables semi-sync without ackers

Also, @mattlord is added to the VTOrc CODEOWNERS 🎉 🙇

We already have this data if we observe 2 x existing values from the GetDetectionAnalysis query, but we can't be certain both counts refer to the exact same instances, so this new value is added
