fix(openclaw-plugin): stop writing gateway.mode from installers

Remove openclaw config set gateway.mode from install.sh and setup-helper/install.js; OpenViking plugin local/remote is unrelated to OpenClaw gateway.mode. Bump setup-helper to 0.2.15.
