[TASK] Pipeline Filter

Description of task

Make a filter that generates a mask of the pipeline to send as input to the pipeline detection package.

Suggested Workflow

• Read up on actions
• Creating an action
• Writing an action server

Specifications

• Should set the desired threshold through ros actions and send an action goal once a threshold is set.
• Test if it is needed to dynamically adjust the threshold during runtime
