This commit adds the initial scaffolding for supporting Forecastex as a new data source. It includes the following changes: - Adds `Forecastex` to the `Platform` enum in `download/src/platforms.rs`. - Declares the `forecastex` module. Note: This is a work-in-progress and the code is not yet compilable. The `forecastex.rs` file and the implementation of the download and extraction logic are still pending.
