Added the wiki_wymbol shield factory

This pull request works with the one already submitted on waymarkedtrails-shields. It adds support for SVG files defined in tag wiki:symbol when rendering route shields.

I've ignored the wiki:symbol tag so far because I can't trust the copyright and trademark situation of symbols uploaded to the OSM wiki. Route owners can be rather touchy about their shields and I don't have the capacity to get into those discussions.

Other than that, when I look into taginfo to check the use of this tag, then the symbols are either easily described with ismc:symbol or so complex that they won't be readable on the small scale of the map.
