Add tests for interactive element labels named by svg title elements

I added some test cases for interactive element labels named by svg title elements.

I'm not sure whether this test should be placed on the svg-aam directory or html-aam directory, so if we should place it on the html-aam directory, I'll fix it.

Probably not in HTML-AAM, but svg-aam/name as you have it sounds like a reasonable landing spot. The only other area it might be appropriate is an svg-specific sub-directory in accname, but I think this file location is fine. I will review in detail.
