Publish NXD Foundation as a WRPAC (relying party access certificate) provider by adding lotl/tl_entries/wrpac-provider/nxd-foundation.json, matching the existing NXD eaa/qeaa provider entries. Points to the NXD WRPAC trusted list (JSON + XML) with the signing trust anchor (verified against the live list signature); operator country SE.
Adds NXD Foundation LoTL tl_entries for pid-provider, pub-eaa-provider, wallet-provider, wrprc-provider and ebwoid-provider (Registrars and Registers list, per WE BUILD settings.py ebwoid-provider -> EURegistrarsAndRegistersList). Each points to the NXD trusted list (JSON + XML) with the signing trust anchor (verified against the live list signatures); operator country SE.

Adds NXD Foundation as a Trusted List Provider for the remaining provider TL types: PID, Pub-EAA, Wallet, WRPRC and EBWOID (Registrars and Registers).
Completes NXD across all 8 TL types: #112 added QEAA and EAA, this adds WRPAC and the rest.
Each entry's trust_anchor is the NXD Foundation signing certificate, verified against the live list signatures.
