What does this change?

Note

This terraform change is applied.

Part of wellcomecollection/platform#5838

Scale down the 2024-11-18 pipeline after a reindex, and remove the ECS relation_embeder services in favour of the new subsystem.

How to test

How can we measure success?

Things cost less, are simpler.

Have we considered potential risks?

This 2024-11-18 pipeline is not in production use, so changes should not impact end users.
