Allow block to be integrated via TinderBox
The Sampling submodule was pinned at an older revision which used an MSVC-only function.

Add a basic cinderblock.xml for TinderBox support, update the Sampling submodule to get non-MSVC support working and a couple of tweaks to the OS X project.
