the commit is coming from this branch (https://github.com/apache/hadoop/tree/docker-hadoop-runner-jdk11-u2204) but getting some errors in CI that there's another update. |

follow up from #29037
this initialized hadoop-runner for both x64 and arm given we don't have problems here. In future, we want to proceed with arm then we can use this as runtime.
