Add WooCommerce Blueprints support (5238)

Description

This PR will integrate WooCommerce Blueprints functionality to enable export and import of PayPal Payments settings.

Technical Notes

Custom settings exporting currently only works in WooCommerce Blueprints with PHP or WP-CLI-based exports. The web-based Blueprint interface does not yet support third-party exporters.

Steps to Test

1. Ensure you are running at least WooCommerce 9.9
2. Ensure you have the Blueprints (Beta) feature enabled
3. Using PHP or WP-CLI export the paypalSettings step
4. Navigate to WooCommerce > Blueprint > Import
5. Import the Blueprint on a fresh WooCommerce installation
6. Confirm PayPal settings are properly restored
