this PR aim to fix some minor issues before the 0.7 release

  • fix unban time schedule
  • During testing, it seemed to me that bad words wasn't working properly, so I tweaked and improved the code for that function a little.
  • Last but not least, the database upgrade procedure was done incorrectly, so I moved all the code to where it belonged.
