Purpose
This PR introduces the admin advisory management module to prod-apim kernel working branch. This module is used for displaying an admin advisory banner in management console login page and authentication endpoint.
login.jspfile.The PR introduces a SOAP service for management console and the same service class is registered as an OSGI service to be used for the REST API.
