LGTM! The only blocker on my end is the Gitter -> Discord update, given that this is copying all existing stuff. I think all my comments are fine as followups.
Noting a list of things we could take on after that were referenced here:
- Automating the

mastertomain - I personally don't like suggesting contributors squash commits, but am not quite militant about it 😄

The idea of this PR is to include global files for all the repos in the org regarding governance.
