What changes did you make?

Switches the jest and jest-cli devDependencies to vitest.

Is there anything you'd like reviewers to focus on?

Sending this as a draft as part of investigating as part of #265. I'm trying to figure out how to bump this package to the latest version of yeoman-generator per #258 (comment).
