This updates all the user-facing dependencies to their latest versions.
This could potentially have some hard-to-debug impact around things we don't have great tests for (e.g., around dictionary importing/exporting), so I think we should wait to merge this for after we are sure we have cleaned up all loose ends of the performance PR.
