Rebrands the docs section from “Behaviors” to “Judges” and expands judge documentation with feedback and evaluation APIs.

• Renames navigation and homepage card to Judges and updates page paths in docs.json and index.mdx
• Adds judges/submit-feedback with Python SDK and REST examples, parameters, and bulk submission guidance
• Updates judges/pull-evaluations to use get_judge_evaluations, adds filters, response formats, pagination, and related links
• Refines copy in judges/introduction and judges/setup, fixes console URL to /monitoring/judges
