fix: bridge SDK access-policy APIs

• prefer the SDK-owned fixed Peer Pay merchant policy API when available
• retain a tested fallback for the currently pinned SDK API
• make the subsequent SDK dependency bump independently green

Validation

• bun run ci
• 338 tests passed, including both access-policy API paths

Followed by a dedicated chore(deps) PR for SDK rc.4, per repository policy.
