Add a repository-specific agent entry point covering ownership, commands, safe local verification, and live-action boundaries. This gives agents a concrete workflow without requiring personal workspace configuration.
Validated the referenced files and package commands against the current source and ran
git diff --check. Documentation only; no runtime configuration or application behavior changed.
