Registry baselines are unchanged (latest 0.4.0, rc 0.4.1-rc.9; rc.10 was never published) and the workflow derives the stable channel from the core SemVer candidate. The UPI staging feature (#314/#315) is re-added on top of this commit so the stable release excludes it.
