Move the next branch into master

What It Does

This PR will move all the content from next into master.

This should be a clean merge since Timothy already updated the next branch with the latest contents of master.

Also, this will produce our final 8.0.0-prerelease which will be tagged as @next AND as @zowe-v3-lts on zowe.frog.io

Once we feel confident that this prerelease satisfies any installation/bundling processes (e.g. @latest tag says in 7.x.x, zowe --version shows the correct Zowe release version, etc...), we can move on to releasing a 8.0.0 to the @zowe-v3-lts tag.

Note: All of these changes will not affect the @latest tag on public NPM
