After discussing with Jayna, please do not merge in until Rhode Island, Alaska, and Virginia are on the Universal Pipeline (may be blocked for at least another month or two) -- will mark as blocked

closing because VA and AL are not going to be on the universal pipeline anytime soon. we'll need an updated PDF with those states that have actually onboarded and can accept flu and RSV results
