Bug: Shutting Down Manaforge B'naar

What type of error occurred?: Unable to complete quest until server restart

What was the actual result vs. the expected result?: Actual result: If someone has already completed the quest to shutdown the manaforge (or tried and failed the quest) the clickable interface of the manaforge is no longer available, so you are no longer able to start the quest (or restart it on failure). Expected result: To have a clikable manaforge to start the shutdown process, with a 3-5 minute respawn time.

Can the error be repeated? If so, what are the steps?: To test / repeat this have someone either complete or fail to complete the shutdown quest (I tested both with alts and friends) after this is done the clickable part that starts the shutdown process for the manaforge no longer spawns until next server restart (or at least within a period of 3-4 days as I tested this quest line over that period of time)

Extra details: I did finally managed to finish this quest after camping out at the spot before a server restart then finishing as normal once the server restarted, so the quest is kind of functioning but only for the first character, I haven't moved on to the other quests yet related in this chain, but from what people have told me in world chat the others may be bugged as well (will come back to this report and update once I get there)
