Oregon: Kentucky-code lineage, costs, and the 2024 SOS audit; Georgia: Deloitte, wave dates, statewide 2017, multi-source; New Mexico: day-precision 2013-14 waves from the legislative evaluation (candidate to verified; already excluded from every pool); Indiana and Colorado: verified pre-panel context entries (IBM/ACS 2007-09 canceled; EDS 2004-09-01); Kentucky and Oregon carry documented billing-absence notes. Metadata only: no state entered or left the registry, so every donor pool is unchanged.

…events (#81) * Migrations paper revision 3: figures, related work, registry-sourced events - Wire the four committed figures (paths, placebo, window, channels) into the manuscript with referee-checked captions; left-align the channel-figure Inferential/Descriptive labels clear of the tick text. - Add a Related work section (Peeters–Widlak administrative exclusion, Kane–Staiger and Goldstein–Spiegelhalter accountability measurement, Abadie synthetic control, Homonoff recertification) with six Crossref-verified bib entries. - Rebuild the events section from the enriched system_migrations.json: Oregon–Kentucky code lineage + 2024 state audit, GA/NM/IN/CO rows upgraded to multi-source with dates and vendors, and every remaining [NEEDS CITATION] marker resolved (Kentucky/Oregon federal billing stated as searches that located no record, per the registry's epistemic limit). - Referee round 5 (sol, delta-scoped): six blockers fixed — novelty and mechanism-identity overclaims removed, "redesigned twice" narrowed to what CRS/GAO carry, candidate count corrected to three, documented-absence phrasing corrected. Report + resolutions archived under paper-causal/reviews/round-5/. - Render HTML+PDF into the app wrapper; bump wrapper to Revision 3 · 2026-08-17 (m3-20260817) and its test lock. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com> * Refresh stale input hashes in the two decomposition artifacts PRs #73 (techdoc page notes in coding_consistency.json) and #80 (registry enrichment in system_migrations.json) changed audit metadata after the decomposition artifacts had recorded those files' hashes, so the raw-regeneration tests failed locally (they skip in CI, where the raw QC cache is absent). Rerunning both decompositions reproduces every computed value exactly; only input_hashes entries change, plus the fixed-donor artifact re-recording its regenerated parent. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com> * Add a named data-availability statement USDA FNS distributes the FY2012-24 QC public-use files and techdocs publicly (snapqcdata.net, fns.usda.gov/snap/qc/per); the repository commits per-file SHA-256 hashes so readers can confirm byte identity. Notes that revision 3 leaves every quoted table value unchanged. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com> --------- Co-authored-by: Claude Fable 5 <noreply@anthropic.com>

Folds the 2026-08-16 source hunt into system_migrations.json: Oregon's ONE runs on code acquired free from Kentucky (Benefind lineage; 2024 SOS audit + OPB + OLIS), Georgia Gateway verified multi-source (Deloitte, $380M, pilot 2017-02-06 → statewide 2017), New Mexico ASPEN upgraded candidate → verified with day-precision wave dates from the legislative program evaluation, Indiana and Colorado verified as pre-panel context entries with primaries, and Kentucky/Oregon carry explicit billing-record-absence notes (searched 2026-08-16). Metadata enrichment only — no state entered or left the registry, so every donor pool and every committed estimate is unchanged; fast consumer tests pass.
