ci: pass code-owner review when the author is a code owner - #1192
GitHub never counts a PR author's own approval toward code-owner review, and CodeRabbit can't be a code owner. A mobile engineer's PR that touches a workflow or session code waits for a second teammate, even though the author is already a code owner. The admin escape hatch went away when admins started going through the merge queue, because the queue ignores admin bypass while a required review is missing.
This adds a Code owner approval check that replaces GitHub's code-owner rule. It passes when:
the PR changes no path in .github/CODEOWNERS (read from the base branch), or
the author has maintain or admin access, or
someone with maintain or admin access approved, and their latest review is still an approval.
CodeRabbit's approval then covers the one approval main requires, and every PR still merges through the queue. In the merge queue the check passes right away, since each PR passed it before entering.
Maintain or admin access stands in for team-mobile membership, because the workflow token can't read org team membership. Today that group is the mobile team, the org owners, and two bot accounts. All of them can already change branch protection, so this doesn't loosen anything.
What to focus on
The CODEOWNERS matcher in code-owner-approval.mjs. The last matching line wins, and a line with no owners makes its files unowned, as on GitHub.
A renamed file counts if its old path or its new path is owned.
Testing
node --test .github/scripts/*.test.mjs and the e2e-tests workflow tests pass locally.
This PR's own run of the check shows it on a real event.
Risk
This touches .github/workflows/ and .github/scripts/, which are CODEOWNERS paths. Once this merges, branch protection changes: require_code_owner_reviews goes off and Code owner approval becomes a required check. Until that change, nothing gates on this check.
Not guarded: someone with write access could edit this workflow in their own PR so the check passes. They could already do that to any required check, and the person who enqueues the PR still sees the diff.
How to revert
Turn require_code_owner_reviews back on, remove Code owner approval from the required checks, then revert this PR.
GitHub never counts an author's own approval toward code-owner review,
so a mobile engineer's change to an owned path waited on a second
teammate. The Code owner approval check replaces that rule: it passes
when no owned path changed, or the author or an approver has maintain or
admin access.

Before this PR, the repository had no dedicated check for code-owner approval. The new check reads CODEOWNERS from the base branch, applies last-match ownership rules to changed paths and rename paths, and passes when no owned files changed. For owned files, it passes if the author or a non-author reviewer whose latest review is approved has maintain or admin access; it fails if GitHub lists fewer files than the PR’s changed-file count. Review the script’s matching and latest-review logic first, then check the workflow’s triggers and merge-group behavior. The workflow tests now include this check among pull-request jobs.
Walkthrough
Adds a GitHub Actions code-owner approval check. The script matches changed and previous paths against CODEOWNERS rules and checks author or reviewer permissions. The workflow runs for pull-request and review events, with a separate merge-group pass step.

.github/workflows/code-owner-approval.yml:20-24 🔒 Security & Privacy | 🟠 Major | 🏗️ Heavy lift
The merge-queue pass does not re-check code ownership against the new base.
A pull request that passes while its changed path is unowned keeps that passing result. If a later commit to the base branch adds a CODEOWNERS rule for that path, the merge queue still passes the check. The pull request can then merge without a code-owner approval.
Trigger: a PR is open and passes with an unowned changed path. A later commit to the base branch assigns an owner to that path. The PR then enters the merge queue. The merge_group job runs echo "Each pull request passed this check before it entered the queue." and exits successfully. The approval script does not run.
No event in this workflow re-runs the check when the base branch changes. The triggers are pull_request (opened, synchronize, reopened, ready_for_review, edited), pull_request_review (submitted, dismissed), and merge_group. None is a push trigger. A base-branch commit fires none of them. The workflow reads CODEOWNERS from the base ref only when one of those events runs.
The gap closes only when an event re-runs the check. That happens when the head branch receives a new commit, for example through an "update branch" action, or when a review is submitted or dismissed. Branch protection that requires the head to be up to date with the base can force such a commit. That setting is not in this repository. I cannot inspect it from here.
The commit message says the check "reruns when the base branch changes." The workflow does not implement that behavior. The commit message and the workflow disagree.
Suggested direction: the merge-queue path must evaluate ownership against the merge group's base, or branch protection must require up-to-date heads. Enforce it in the repository configuration or in the workflow. Do not rely on the echo step. The merge_group payload does not include the PR number or author that the script needs, so a safe localized diff is not available from the inspected source.

Replace the unconditional success in the “Pass in the merge queue” step with a
check that validates code-owner approval against the merge group’s base and the
relevant pull request. Since the merge_group payload lacks the PR number and
author needed by the approval script, obtain that metadata through a reliable
workflow path or enforce up-to-date heads through repository branch protection;
do not treat the echo as validation.
