ci: pass code-owner review when the author is a code owner - #773
GitHub never counts a PR author's own approval toward code-owner review, and CodeRabbit can't be a code owner. A mobile engineer's PR that touches a workflow or session code waits for a second teammate, even though the author is already a code owner. The admin escape hatch went away when admins started going through the merge queue, because the queue ignores admin bypass while a required review is missing.
This adds a Code owner approval check that replaces GitHub's code-owner rule. It passes when:
the PR changes no path in .github/CODEOWNERS (read from the base branch), or
the author has maintain or admin access, or
someone with maintain or admin access approved, and their latest review is still an approval.
CodeRabbit's approval then covers the one approval main requires, and every PR still merges through the queue. In the merge queue the check passes right away, since each PR passed it before entering.
Maintain or admin access stands in for team-mobile membership, because the workflow token can't read org team membership. Today that group is the mobile team, the org owners, and two bot accounts. All of them can already change branch protection, so this doesn't loosen anything.
What to focus on
The CODEOWNERS matcher in code-owner-approval.mjs. The last matching line wins, and a line with no owners makes its files unowned, as on GitHub.
A renamed file counts if its old path or its new path is owned.
Testing
node --test .github/scripts/*.test.mjs and the e2e-tests workflow tests pass locally.
This PR's own run of the check shows it on a real event.
Risk
This touches .github/workflows/ and .github/scripts/, which are CODEOWNERS paths. Once this merges, branch protection changes: require_code_owner_reviews goes off and Code owner approval becomes a required check. Until that change, nothing gates on this check.
Not guarded: someone with write access could edit this workflow in their own PR so the check passes. They could already do that to any required check, and the person who enqueues the PR still sees the diff.
How to revert
Turn require_code_owner_reviews back on, remove Code owner approval from the required checks, then revert this PR.
GitHub never counts an author's own approval toward code-owner review,
so a mobile engineer's change to an owned path waited on a second
teammate. The Code owner approval check replaces that rule: it passes
when no owned path changed, or the author or an approver has maintain or
admin access.

Walkthrough
The change adds a script that matches changed files against CODEOWNERS rules and checks author or reviewer repository permissions. A GitHub Actions workflow runs the check on pull request and review events, and reports a pass for merge-queue events. Tests cover ownership matching and approval outcomes. The contributing guide now describes the check for .github/CODEOWNERS changes.
clerk/clerk-ios#766: Adds .github/CODEOWNERS, which this check reads to determine file ownership.
clerk/clerk-ios#749: Changes CodeRabbit approval behavior, which can affect the approved review considered by this check.
clerk/clerk-ios#768: Documents the prior approval rule for .github/CODEOWNERS paths, which the contributing guide changes.

Merge Risk: Low · up to 0bfde
This adds a check meant to replace GitHub's code-owner review requirement. The wildcard matching and base-branch retargeting problems are fixed. Two known limitations remain: the merge queue passes without re-checking ownership, and a PR could alter the check's own workflow or script. The maintainers accepted both, so the change is mergeable, but owners should know the check is not tamper-proof until it moves to an enforced workflow or GitHub App.

Review comments at @.github/scripts/code-owner-approval.mjs:
- Line 17: Update the regular-expression construction in the return statement so
a single-component wildcard such as docs/* matches direct children only, not
nested descendants. Restrict the descendant suffix to patterns that actually
match a directory, while preserving descendant matching for directory patterns.
- Around line 81-83: Update the approval check around `paged` and `ownedFiles`
to compare the pull request’s total changed-file count with the number of
retrieved files; fail the check when the list is incomplete, before allowing the
`owned.length === 0` path to pass without owner approval.
Review comments at @.github/workflows/code-owner-approval.yml:
- Line 27: Update the approval-gate workflow so both its orchestration and
`code-owner-approval.mjs` run from a trusted source that pull requests cannot
modify, such as an enforced workflow or GitHub App; pinning only the script
checkout is insufficient.
- Line 23: Replace the unconditional echo in the merge-group check with a real
ownership evaluation for each queued PR using the applicable CODEOWNERS rules
from the updated base branch; pass the check only when those rules are
satisfied.
- Line 5: Add the edited activity to the pull_request trigger so the check
reruns when the base branch changes and uses the new branch’s CODEOWNERS file.
Preserve the existing trigger activities.

docs/* now owns only direct children, as on GitHub. The check fails when
GitHub lists fewer files than the pull request changed, and reruns when
the base branch changes.
