ci: require a Team Mobile approval unless a member wrote a low-risk change - #777
Who can merge on CodeRabbit's approval alone, and who needs Team Mobile, now depends on the author. Team Mobile here means anyone with maintain or admin access to the repository, which covers the mobile team, the org owners and two bot accounts. A check can't read org team membership with the Actions token, so it uses the repository role instead.
Code owner approval now applies to every pull request:
Author
Ordinary change, CodeRabbit approved
Protected path, or CodeRabbit rates it high or critical
Team Mobile
Passes
Needs another Team Mobile member's approval
Anyone else, bots and forks included
Needs a Team Mobile approval
Needs a Team Mobile approval
A Team Mobile author's pull request passes only once CodeRabbit has approved the current commit. CodeRabbit approves only at moderate risk or below, so "CodeRabbit approved" is how the check knows the risk isn't high. The check doesn't read CodeRabbit's rating, and it reruns on every review.
The new Team review request workflow asks the people listed in .github/team-mobile, other than the author, to review. It runs in these cases:
When the pull request opens, gets new commits, or leaves draft, and the author isn't Team Mobile or a protected path changed.
When CodeRabbit's summary rates the current commit high or critical.
It skips anyone already requested or who has already reviewed. It requests people by name because the Actions token can't request an org team. When the GitHub App lands, it can switch to requesting @clerk/team-mobile, and the list goes away.
The workflow runs on pull_request_target and issue_comment, so it works on fork pull requests. Both run the workflow and script from main, and the job never checks out pull request code.
What to focus on
The order of the checks in codeOwnerApproval in .github/scripts/code-owner-approval.mjs.
ratedHighRisk in .github/scripts/team-review-request.mjs, which reads CodeRabbit's final_review_risk markers.
Testing
node --test .github/scripts/*.test.mjs: 243 pass, with the same new cases as clerk/clerk-android.
npm test in e2e-tests: 142 pass.
actionlint on both workflows.
No device run: this changes CI only.
Risk
Once this merges, every open pull request from someone outside Team Mobile fails Code owner approval until a member approves. That includes Renovate and Dependabot pull requests. A Team Mobile author's pull request shows the check failing until CodeRabbit approves. If CodeRabbit changes its risk markers, the high-risk request stops firing. The check still blocks the merge, but nobody gets asked. The member list has to be edited when the team changes.
How to revert
A plain revert is enough. Code owner approval goes back to checking only protected paths.
…hange
Team Mobile means maintain or admin access. A member's pull request
merges on CodeRabbit's approval, unless it changes a protected path or
CodeRabbit rates it high or critical risk; then another member has to
approve. Anyone else needs a Team Mobile approval. The new Team review
request workflow asks the members in .github/team-mobile when a pull
request needs one, using the Actions token, which can request people but
not org teams.

Walkthrough
The pull request changes the Code owner approval rules for authors, reviewers, and protected paths. It adds a script that requests eligible Team Mobile reviewers based on pull request status, approval results, and CodeRabbit risk ratings. A GitHub Actions workflow runs the script on selected pull request events and qualifying CodeRabbit comments. The contributor guide documents the approval requirements and reviewer-request process.
clerk/clerk-ios#768: Introduced high and critical CodeRabbit risk approval behavior used by the reviewer-request and approval logic.

Merge Risk: Low · up to 56a67
If a pull request is retargeted to a branch with different protected paths, the approval check can start requiring a Team Mobile approval without anyone being asked to review. The check still blocks the merge, so this is a small gap that can be fixed by adding the edited event to the review-request workflow.

Explanation
The title names the main change: the Code owner approval check now requires a Team Mobile approval unless a member wrote a low-risk change. It matches the raw summary and PR objectives, which describe the check applying to every pull request with Team Mobile approval rules by author and risk. The title is specific, concise, and single-sentence, and it uses the conventional ci: prefix.
Full details: Description check
Explanation
The description follows the template sections: What & why, What to focus on, Testing, Risk, and How to revert. It explains the author-dependent approval rules with a table, the new Team review request workflow, and the reasons for using repository roles. It lists specific focus points, test commands and counts, risks such as Renovate and Dependabot PRs failing until approval, and a revert path. The description is substantially complete, so it passes.
Full details: Testing, Risk, And Revert
Explanation
The PR description contains all three required sections. Testing lists specific test commands and results. Risk explains the effects on Team Mobile authors, outside authors, and CodeRabbit risk markers. How to revert states that a plain revert restores the previous behavior.
Full details: Device Evidence
Explanation
The pull request changes only CI, workflow, documentation, and test files. The authoritative diff contains no file under Sources/ClerkKit/, Sources/ClerkKitUI/, or Examples/E2EHost/, so device evidence is not required.
Full details: Docstring Coverage
Explanation
Docstring coverage is 20.00% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 5 functions across 4 files.
Resolution
Write docstrings for the functions missing them to satisfy the coverage threshold.
