Adds EX004 semantic model AI metadata scripts to the TE CLI, Fabric CLI, and semantic-model skills. Includes TE/C# read/write scripts, TE3 GUI editors, Fabric CLI readback parser, and usage docs. Validation: python3 -m py_compile for Python copies; git diff --cached --check.
