The Router Console Context

When administering I2P via the router console, the router console context is used. Since the context is used only for configuring the router console, remote access is disabled, even through the HTTP Proxy. Requests to remote hosts originating from the router console, if one is somehow made, are completely blackholed.
This might be problematic for plugins if they are designed to fetch input from remote sources over the proxy. If that's the case, then they'll need to get their own contextual identity to be supported. It's not difficult to add them.
