Native installer too!

I thought the dependency on the .NET Framework was kinda silly given that this tool is meant to help install .NET Framework, albeit a different version. I rewrote it in C++ so that anyone using an x64 machine can install .NET Framework 3.5 without having the .NET Framework installed. Not sure why this would ever be a scenario but if it is, I've got you covered :)

I'm pretty sure it works because I ran it on my machine. Also the irony of this project using Dotnet Framework v4.7.2.
Hopefully people have less of an issue installing that because that'd be dumb if this was just a catch-22.
