Upgrading Intel One API

iriclib_v4, iricdev-2019 is upgraded
How to upgrade solvers?
- Create github action to install newer version of Intel One API - Scott
- Modify build.yml to use the new github action to install Intel One API - Keisuke, Scott
- Modify build.bat to call ifx instead of ifort - Keisuke, Scott

iRIC GUI improvements

Update to colormap functions
Improvements of Color bars

iRIC seminar in France

Date: May 22th to 26th
Yasu, Jon, Kazutake etc. will visit France to have teaching classes of iRIC, and have discussion about future collaboration.
