[develop/pr2-noetic][jsk_robot_startup] Add commits related to smach_to_mail.py in develop/fetch but not in develop/pr2-noetic

This PR added commits related to smach_to_mail.py that is in develop/fetch branch but not in develop/pr2-noetic branch.

Without this PR, when demo using smach fails, smach notification sends in every determined minutes endlessly.

I have forgotten the development policy of develop/pr2-noetic branch, but I thought it was necessary to have at least one approval as develop/fetch branch does, except in case of urgent debugging.

The commits were added to master branch and I am now preparing to rebase master branch, so I closed this PR.
