JupyterLab>=3.5 will allow users to use jupyter_server 2.0 based on our conversation in today's Jupyter Server meeting.
This requires us to raise the pin here, since notebook_shim is a dependency of JupyterLab 3.5.
There aren't any breaking changes for notebook_shim in Jupyter Server 2.0, so this should be safe.
