As a texture artist, you will need to familiarize yourself with several programs.

Many artists have their own preferences in what programs to use over the other, though it is important to familiarize yourself, or at least get a general understanding of the usage of these different programs.

3D Modeling Programs

Blender

Blender is free to use 3D modeling program.

3D models that are be opened with Blender have a *.blend file extension.

2.7 and below

2.8 and beyond

Autodesk Maya

3D models that are to be opened with Maya have a *.mb or *.ma file extension.

General Footnotes

It is not recommended to open a model that was saved in e.g. Blender 2.8 using Blender 2.7

Outside of Toontown

Modern games use a completely different process for texturing models. The more common industry-level programs include Substance Painter, 3DCoat, and Mudbox. The reason why Toontown typically doesn't utilize these other programs is due to style and polygon limitations. Since Toontown models tend to be low poly, there is less room to work with when directly painting on the model.
