Next Porter Release - Candidate for v3.7.0

Before releasing Porter, ensure that the nucypher dependency used by Porter is 7.4.0 - at the moment the dependency is pinned to the v7.4.x branch in github and not a tagged release

• nucypher 7.4.x dependency update #73
• Add node version filtering for sampling #74
• Relock dependencies to released nucypher version
• Add env variable for stagger timeout to be easily adjusted while we determine best value to use
• Fix failing tests based on updates in nucypher.
