This PR migrates def_guard_wireguard_rs to v0.8.0 with some minor changes. We really need to make sure that it still works as before!

Current test status:

  • tested with a build of NymVPN built with this branch as imports -> existing gw: worked great
  • once new release is out, rebase and test gateway build from this branch with existing NymVPN setup passed to Benny, who will test it once merged to develop
