Fixed Temperature Parameters

Worked on temperature parameters:
1- fixed units; and
2- added and removed parameters depending on relevance.

removed " " from empty cells

updated qc tables and removed " " causing the problem described in:
redmine ticket # 12259, note 4: QCValueFormatException: Unable to validate " " as a Float

duplicated Parameter_ column

Duplicated Parameter_ column to work with the old file format the
system uses to read the qc tables. This fix is temporary.

QC tables updated

All QC tables have been updated to reflect the new changes to the preload database.
